Specific functions

In addition to the common functions established for all Central State Administration Agencies and in accordance with current legal provisions, the Ministry has the following specific functions:



  1. Prepare the proposals for annual plans and medium-term projections for the economy as a whole, as well as the actions and policies that will be adopted for its implementation.
  2. Develop the economic strategy with the participation of the relevant state agencies and present it to the government.
  3. Promulgate methodological instructions and planning regulations.
  4. Control both compliance with plans and economic progress.
  5. Direct the preparation of proposals on the improvement of the management and planning system of the economy and the business management system, as well as economic contracting.
  6. Participate in the systematic administration and allocation of foreign exchange in the country, including credit lines.
  7. Prepare balance sheets and control the supply and use of fuel, electricity, food, construction materials and other resources that are fundamental to the economy.
  8. Authorize the creation, transfer, merger and extinction of companies, societies and any other type of economic organization and budgeted unit.
  9. Propose the National Energy Policy, as well as the efficient use of all energy carriers.
  10. Propose the country's Food Policy and control its implementation.
  11. Participate in the development of social policies and thoroughly assess the impact on the population and the economy.
  12. Promulgate the rules that regulate the investment process, implement its application and control its execution.
  13. Participate in the elaboration of foreign economic policy.
  14. Participate in the formulation of the national policy of development and promotion of exports and import substitution.
  15. Conduct studies and make proposals to achieve the overall development of the territories and provinces of the country.
  16. Organize and control the tasks related to the preparation of the economy for defense in coordination with the MINFAR (Ministry of the Armed Forces).
  17. Participate in coordination with the Ministry of Finance and Prices in the preparation of the state budget.
  18. Provide methodological guidance and control the preparation and implementation of community service plans.
